Bryan Kocis didn't register as a sex offender when he was caught having sex with a 15 year old boy by the police because Kocis' Guilty Plea was RETRO-ACTIVELY CHANGED to a plea that did not require registration as a sex offender. The Plea was changed retroactively by none other than Michael Conahan, the Former Judge at the center of "The Luzerne County Kids For Cash Scandal".
